SEER2 is the current federal efficiency rating for air conditioners and heat pumps, and in Phoenix the minimum you can buy is 14.3 SEER2 for most split systems under 45,000 BTU (13.8 for larger ones), because the Southwest has a higher floor than the rest of the country. For most Valley homes, a 15 to 17 SEER2 two-stage system is the sweet spot: enough efficiency to matter across Phoenix's long cooling season without the premium of a 20+ SEER2 variable-speed system, which pays back slowly even here. What SEER2 actually measures
SEER2 is cooling output over a season divided by electricity used, measured under a 2023 test procedure that models real duct static pressure more accurately than the old SEER. A SEER2 number is roughly 4 to 5 percent lower than the equivalent old SEER, so a 16 SEER unit is about 15.2 SEER2.
Higher SEER2 means less electricity per unit of cooling. In a climate that runs the AC 2,500-plus hours a year like Phoenix, the difference between tiers shows up on every APS or SRP bill from May through October.
SEER2 is a seasonal average. Look also at EER2, which measures efficiency at a fixed 95°F outdoor temperature, closer to a Phoenix afternoon. Two units with the same SEER2 can have different EER2, and the higher EER2 does better on 110°F days.
The tiers and what they cost in Phoenix
14.3 to 15 SEER2 single-stage: the baseline. Commonly the lowest installed price, reliable, and correct for a rental, a home you'll sell soon, or a tight budget.
15 to 17 SEER2 two-stage: the usual recommendation for owner-occupied Valley homes. Runs on low stage most of the time, which improves monsoon-season humidity control and cuts noise. Modest premium over baseline.
18 to 20+ SEER2 variable-speed: the quietest and most comfortable, with the lowest bills. The premium is significant and payback often runs eight or more years even in Phoenix. Worth it if you plan to stay long-term and value comfort, and if the ductwork can support it.
Note that the federal 25C tax credit that used to reward the high tier ended for equipment placed in service after 2025. APS and SRP rebates may still favor higher-efficiency units, which shifts the math somewhat.
What matters more than the SEER2 number
Correct sizing from a Manual J calculation. An oversized 20 SEER2 system short-cycles and delivers worse comfort and efficiency than a correctly sized 16.
Ductwork. Leaky, undersized ducts in a Valley attic can waste a quarter of the cooling before it reaches a room. Sealing and sizing the ducts often delivers more than an efficiency tier upgrade.
